The Town of High River, Alberta has won two awards for its innovative new Land Use Bylaw (LUB). McElhanney worked with the Town to re-write the LUB based entirely on walkability; the first of its kind in Alberta.
It won a provincial Award of Merit from the Alberta Professional Planners Institute (APPI) on October 2, 2018. The LUB was awarded in the Comprehensive and Policy Plan category and was selected for its contribution to advances in the field of planning and increasing the profile of community planning in the province. In July 2018, the Canadian Institute of Planners (CIP) also honoured the work, presenting the team with a national Award of Merit.
The LUB provides new districts (zones) for the Town based on a mixed-use philosophy. In the design of the new bylaw, McElhanney took an innovative approach in deregulating parking requirements with parking maximums instead of parking minimums that support creative development opportunities. Parking deregulation, in addition to building orientation, siting, and design, are focused on the pedestrian experience.
