Sapperton Transportation Plan
2017 | New Westminster, BC – The Sapperton neighbourhood in New Westminster, BC is experiencing significant growth. The Royal Columbian Hospital is undergoing a major expansion for the next decade. New mixed-use developments such as the Brewery District and Sapperton Green are bringing in employment opportunities and hundreds of new residents, and new major infrastructure including the Pattullo Bridge replacement and interchange upgrades planned for Brunette Avenue at Highway 1, will significantly impact traffic volumes and goods movement on neighbourhood streets. The Sapperton Transportation Plan was developed by the City of New Westminster, in partnership with the Fraser Health Authority, to address multi-modal transportation challenges and determine the impacts and opportunities associated with neighbourhood growth.
McElhanney gathered data and provided technical analysis and transportation modelling services, and advised on the overall consultation plan, and led the public and stakeholder engagement activities.
The resulting Sapperton Transportation Plan aligned with the City’s Official Community Plan and Master Transportation Plan vision, goals, and targets. It provides multi-modal solutions to address safety, circulation and access (“the right traffic on the right roads”), parking, transit and active modes, aimed at creating a more livable community. McElhanney and the City worked closely with local residents to ensure the plan addressed the needs and expectations of the affected neighbourhoods, based on an agreed set of evaluation criteria.
